SUMMARY OF WORK

1. Approved fifteen new Endorsements for Chaplaincy (civilian/military). With the deletion of some chaplains for various reasons, our current increased number of Chaplains is now 87.

2. The CWCC Chairman and Endorser, with the support of Bob Garment, EPC Chief Parliamentarian, reviewed the MVC Procedure Manual and provided an edited version of the Manual (areas related to Chaplaincy) to the MVC.

3. As an Officer of Chaplains Alliance for Religious Liberty (CALL), the Endorser accomplished 63 key office visits with Congressional members of both House and Senate Armed Services Committees, and was part of a large symposium on Religious Freedom in America with the National Council on Religious Freedom in Washington D.C.

4. The CWCC recognizes the extensive work of the Endorser, citing a continued increase of chaplains and his tireless support to them, as well as the impact he is having on Capitol Hill and other venues regarding chaplaincy. The CWCC noted that the Endorser’s workload continues to increase and encourages the OGA to look at hiring an Administrative Assistant to support him. .

5. The EPC Chaplain Endorser serves as Board Chairman of the National Association of Evangelicals – Evangelical Chaplains Commission, the Chaplaincy Arm of the NAE as well as serving in multiple other organizations represented in the body of this report.

6. The Endorser accomplished 26 official, in-person Endorser visits to chaplains.

7. The Endorser continued his chaplaincy speaking visits to all EPC Presbyteries, completing all his visits by February 2025.

8. The Endorser participated in the World Conference of Ministry to the Armed Forces in Sao Paulo, Brazil, consisting of over 1900 participants from over 75 countries and held every 10 years in different countries. Because of his reputation and expertise in US Chaplaincy and Endorsement, he was asked to speak on both those subjects to the Conference attendees.

9. The Endorser represents the EPC, CWCC, and chaplains through meetings with associations and conferences in which the denomination has affiliation (names of these are provided in the report body). Meetings were both in-person and virtual.

10. The Endorser continued his direct work and officer positions with three major chaplain-supporting organizations in which the EPC belongs (more provided in the boy of the report).

11. The 2025 annual Chaplains Workshop will be held the Friday after GA, featuring PIR Ministries, and Chaplain Vasyl Khimich, Chaplain to the Ukrainian Military and his wife Valya.

12. Further research is being done on developing a Social Network tool for use by the Chaplains and the Endorser/CWCC.

13. The Chairman of the CWCC, RE Bruce Alexander, Chose to step down in March due to health issues. RE Kendra Bowers was unanimously chosen as Chairman to replace Bruce.

14. Two Committee Members will be ending their time with the CWCC. Two TE’s were recommended to the Nominating Committee to come on board GA 2025. This keeps the desired balance of the Committee to a ratio of 2-1 TE’s to RE’s.

15.  Revised/updated the EPC Chaplaincy web page to keep it current.

16. Provided recommended wording about Chaplaincy to be added to the Gospel Priorities tab on the EPC website.

17. Besides multiple Endorsement Interviews throughout the year, the CWCC/Endorser accomplished their annual two-day Fall and Winter/Spring CWCC meetings.

18. The Chaplain Endorser’s Position was renewed by unanimous vote of the CWCC for an additional 3-year term.

RECOMMENDATIONS

The Chaplains Work and Care Committee has no recommendations for the 45th General Assembly.

WORK OF THE COMMITTEE

SCOPE OF WORK

The Chaplains Work and Care Committee (CWCC) consists of nine members, both Teaching and Ruling Elders, along with the EPC Chaplain Endorser who serves as an ex-officio member with voice and vote. The desired balance of the Committee is a 2-1 ratio of TE’s to RE’s. The CWCC and Endorser are supported by the denomination’s Assistant Stated Clerk. The number of EPC chaplains is growing. With only limited administrative support able to be provided by the OGA, the Endorser is seeking either an Employed or Volunteer Administrative Assistant to support his work and the work of the CWCC.

The military and many civilian institutions require their chaplains to be Ecclesiastically Endorsed by their denominations. Additionally, the EPC expects all chaplains serving in institutional organizations that don’t require Endorsement, to nevertheless be Endorsed under the EPC through the CWCC and Endorser. This requirement is in line with other sending denominations and faith groups. It helps to ensure that all individuals seeking to serve as Chaplains are well vetted and suited for this specialized type of professional ministry, and that we are meeting the expectations of Institutions asking us to send them the “best of our best” to serve.

EPC-ordained ministers and candidates under care of Presbyteries receive EPC Denominational Ecclesiastical Endorsement through the General Assembly’s Chaplain Endorser, who is the sole signatory for Endorsements, supported by the Chaplains Work and Care Committee (CWCC). The Committee and Endorser handle the application, vetting, interview, and endorsement process, closely reviewing the qualifications of each applicant for Endorsement. If approved, the Chaplain Endorser forwards the EPC Ecclesiastical Endorsement to:
• The Chief of Chaplains Office of the appropriate military branch for military institutional chaplains (this also includes seminarians entering Military Chaplain Candidate Programs).
• The necessary agency for civilian institutional chaplains, including those seeking Board Certification, entrance to Clinical Pastoral Education programs, and others.

Notification of successful Endorsement is also provided to the Presbytery in which the individual is in process for Ordination or already Ordained and serving in another Calling. In addition, Volunteer chaplains are now properly recognized for their work and receive a letter of “Endorsement to Serve as a Volunteer Chaplain.” We encourage all those who are serving as Volunteer Chaplains as an addition to their Calling, to apply and receive this Endorsement so that they may be properly supported and recognized.

Due to the parallel process of Ordination and Endorsement, most of the following categories of Endorsement receive Conditional Endorsement which is explained below.
There are five distinct types of Endorsement, keeping in mind that all EPC chaplains are expected to receive Endorsement:

A. Military Chaplaincy Endorsement. For those Called to serve as a chaplain with the Army, Air Force, or Navy (includes Marines and Coast Guard), in an Active Duty, Reserve, or Guard capacity, including Seminarians considering military chaplaincy and entering a military Chaplain Candidate program, or those seeking to serve the Coast Guard Auxiliary Chaplaincy.
B. Military Chaplaincy Transfer of Endorsement. For currently serving military chaplains seeking to transfer their ordination credentials and endorsement from their current denomination or ordaining/endorsing group to the EPC.
C. Civilian Institutional Chaplaincy Endorsement. For those Called to serve as a chaplain within a civilian institution, including Hospital/Health Care, Hospice, Correctional Facilities, Corporate and Marketplace chaplaincies, Sports Organizations, Education, and more.
D. Civilian Institutional Chaplaincy Transfer of Endorsement. For currently serving civilian institutional chaplains seeking to transfer their ordination credentials and endorsement from their current denomination or ordaining/endorsing group to the EPC.
E. Volunteer Chaplaincy. For those (often TE’s serving in paid ministry roles) who are seeking to add to their Call of ministry in a “Volunteer” capacity. Volunteer chaplains serve in a variety of locations, providing unpaid and highly valuable chaplain support to various institutions and departments such as Police, Fire, First Responders, Disaster Relief, Health Care, and more. Volunteer chaplains receive a “Letter of Endorsement to Serve as a Volunteer Chaplain.”

Conditional Denominational Ecclesiastical Endorsement is provided for various reasons: 1) those still in process of Ordination and have successfully completed their written Ordination Exams; 2) as a requirement/expectation by Presbyteries for meeting ordination requirements; 3) for the purpose of applying for a chaplain position that is time sensitive; 4) to assist in the timing of the transfer credentials from another denomination as set forth by a presbytery; 5) to meet requirements by military institutions that there be no disruption in a chaplains Endorsement status; 6) to apply to a Clinical Pastoral Education (CPE) program/residency or to apply for Board Certification; or 7), to submit application to a military Chaplain Candidate Program for Seminarians. Conditional Endorsement is limited in length and can only be renewed by the Chaplain Endorser.

The Committee’s secondary—but just as important—function is to partner with Chaplains to be an encourager, and to guide and support them. All employed chaplains endorsed by the EPC will receive regular, direct support from a CWCC member as their partner. Volunteer Chaplains will still be partnered with a CWCC member who will be available to them as needed, such as for prayer requests, concerns, supporting information, and the like.

The Endorser’s secondary—but equally vital—function is to provide continuing support and accountability with chaplains, ensure that they are maintaining connection with the EPC, and that they are representing our God and the EPC well in their ministry. The Endorser also ensures, through visits with Chaplains, that leadership is pleased with their work, and in turn, that leadership is supporting our chaplain in their efforts. Another key Endorser focus is that Chaplains receive annual, continuing education and training to better equip them in their work. These speak only of a few of the broad range of the Endorser’s responsibilities.

POLICIES, PROCEDURES, CARE

In addition, the CWCC and Endorser develops and implements policies and procedures for EPC chaplain ministry and provides pastoral care for Chaplains and their families as opportunities allow.

OPERATIONAL HANDBOOKS

Further edits were made to the Chaplain’s Handbook to make it an even more streamlined and efficient tool for Chaplain use.

UPDATING CHAPLAINCY FORMS FOR DIGITAL ACCESS

Chaplain Application and Information Forms require consistent updates to keep them current. The Endorser, with the support of the EPC Communications Team, ensures that these updates happen in a timely fashion. These are all accessible online at http://www.epconnect.org/chaplaincy.

EPC CHAPLAINCY WEBPAGE

The ever-evolving EPC Chaplaincy web page at http://www.epconnect.org/chaplaincy is continually updated as necessary by the Chaplain Endorser through the EPC Communications Team. Updates keep the page current and user-friendly, while providing easy access to Endorsement Applications along with a clear explanation of the EPC Endorsement process for all seeking to serve as Chaplains.

SOCIAL NETWORKING TOOL FOR CHAPLAINS

In 2023 a presentation was provided by one of our EPC Chaplains, PJ Werner, regarding information sharing and networking among EPC Chaplains. The Endorser with CWCC Support is continuing further research on developing a Social Network tool for use by the Chaplains and the Endorser/CWCC

CHAPLAINCY AS PART OF GOSPEL PRIORITIES

CWCC Chairman Bruce Alexander, Chaplain Endorser Mark Ingles, and incoming Chairman Kendra worked collaboratively with the Office of the General Assembly to incorporate the chaplaincy into the appropriate sections of the EPC website.

CHAPLAINS WORKSHOP

All chaplains are expected to attend the annual Chaplains Workshop. The Chaplains Workshop had been recognized as a Leadership Institute offering at previous GAs, as much of what was presented would be valuable to both chaplains and non-chaplains alike. Because of changes in the format and schedule for General Assembly, the elimination of the Leadership Institute offerings, and due to some decisions made through the NLT several years ago, it was decided that General Assembly, which always included a day for the Chaplains Workshop, would only be three days. We were therefore informed that we could not hold the Workshop at the Host Church for 2024, and likely for the years following, an unintended and grievous consequence of the NLT decision. After an exhaustive attempt to allow the Workshop to still occur at last year’s GA location, Hope Church, it was to no avail. Therefore the 2024 Chaplains Workshop was held at Highland Heights EPC in Cordova, TN on the Friday following GA. TE Tim Foster, Navy Reserve Chaplain, former member of the CWCC, and current pastor of Highland Heights EPC, graciously offered his facility for the Workshop. Rev. Bonnie Gatchell was the speaker throughout the day on the topics of Trauma and Abuse, Mandatory Reporting, Burnout, and more.
Again, this year we were not permitted by OGA to have the Workshop at the Host Church, Ward Church – Northville. Thankfully we were able to reserve use at the Farmington Hills Campus of Ward. Though it has presented its own set of hurdles, the staff of that Campus has been very gracious and helpful, and we don’t expect any issues. The focus for Workshop 2025 is two parts:

Part 1 of the Workshop will feature Vasyl and Valya Khimich from Ukraine. Vasyl and Valya Khimich have a powerful Ukrainian story. Vasyl is a chaplain to Ukrainian military servicemembers. Together they lead an active, multi-faceted ministry of prayer and tangible support to service members on the frontlines, wounded service members, their families, and war-caused widows and orphans, all on a volunteer basis. Their focus is to encourage, comfort, care, and evangelize. Vasyl is also the head of the “Organization of Military Christians of Ukraine,” Ukraine’s largest military Christian fellowship.

The title of Part 2 featuring PIR Ministries is, “Cultivating a Culture of Ministry Health: A Culture where life, leadership, and ministry flourish in Christ”. PIR Ministries staff will provide workshop sessions on the challenges and opportunities that ministry life presents. Bringing experience and practical insights to the issues of ministry health, staff members of PIR Ministries will focus on Cultivating a Culture of Ministry Health, A Culture where life, leadership, and ministry flourish in Christ, as well as sessions on Burn Out, Self-Care, and much more.

During GA we are planning on the Presentation of Chaplains to the Assembly during one of the Business Sessions. Also, we will host one of the Network Lunches, with Vasyl and Valya presenting on the topic: “Resting on the Firm Foundation of Christ in the Midst of the Horrors of War: A Ukrainian Chaplain’s Experience and Perspective”. In addition, there will be a Chaplains Dinner on Wednesday of GA.

MARRIAGE ENRICHMENT OPPORTUNITIES

With the desire to help enrich the marriages of our chaplains, the Chaplain Endorser has been periodically sending emails to the chaplains focused on various ways to enhance one’s marriage. He is also planning to put together a focus paper to be sent out to all married chaplains. It will contain various marriage enrichment and maintenance opportunities in support of maintaining good marital health.

PRIVILEGED COMMUNICATIONS / CONFIDENTIALITY BRIEF

The Chaplain Endorser continues collaborating with Bob Garment, EPC Chief Parliamentarian regarding the arena of privileged communications, confidentiality, and mandatory reporting, something that already exists for many of our EPC Chaplains. For example, the Department of Defense has a strict policy that provides nearly absolute adherence to the provision of Confidential Communications with Chaplains, following closely the absolutes of Penitent Privilege/Confessional, afforded to Catholic Priests. Further discussion will continue, in possibly developing a policy on this for all TE positions.

CHAPLAIN VISITS

Chaplains receive personal visits from the Endorser, preferably every three years at a minimum. Even with some limitations imposed by rising travel costs and limited travel budget, the Endorser was able to accomplish 26 official/personal Endorser visits to chaplains, their supervisors, and leadership. These visits develop an ongoing and closer relationship with our Chaplains, along with helping to ensure their professional development. In addition, these visits provide important relationship-building between the Endorser and Supervisors and other Leadership to which the Chaplain is accountable.

ENDORSER PRESBYTERY VISITS

The Endorser began his chaplaincy speaking visits to all EPC Presbyteries in September of 2023. He completed speaking at all 16 Presbyteries by February 2025. The focus of these visits was to speak about and better educate the Presbytery on the specialized ministry of Chaplaincy. The relationship between Ordination and Endorsement, its professional standing, and how Presbyteries can better come alongside Chaplains in various, important ways was also addressed. As the most rapidly growing form of ministry in the country, it was highly appropriate and timely to make these visits.

PARTICIPATION IN THE WORLDWIDE CONFERENCE OF MINISTRY TO THE MILITARY

The Endorser participated in the Worldwide Conference of Ministry to the Military, that occurs every 10 years. This weeklong Conference was held near Sao Paulo, Brazil, with over 1900 participants from 75 countries. The Endorser, as requested by the Conference leadership because of his noted expertise on US Military Chaplaincy, shared with the entire Conference about many areas of interest concerning Chaplains serving in the United States Military and how all Chaplains that are part of the military are required to be Endorsed by their respective religious body. It was an outstanding week of enlightening presentations, incredible worship, and wonderful experiences with people from all over the world.

ASSOCIATION RELATIONS

The Endorser represents the denomination and chaplains in associations with which we have affiliation, as well as at seven professional conferences. This includes NCMAF (National Conference of Ministry to the Armed Forces), NAE-ECC (National Association of Evangelicals – Evangelical Chaplains Commission), the Chaplaincy arm of the NAE, CALL (Chaplains Alliance for Religious Liberty), ECVAC (Endorsers Conference for Veterans Affair Chaplaincy, AFCB (Armed Forces Chaplain Board), MCA (Military Chaplains Association), FCMM (Fellowship of Christian Military Ministries), and the NCRF (National Council on Religious Freedom).

ENDORSER’S ASSOCIATION OFFICER ROLES

Serves as Board Chairman for National Association of Evangelicals – Evangelical Chaplains Commission (NAE-ECC), the Chaplaincy Arm of the NAE. In addition, he also serves as part of the Advisory Board for the new Board of Certified Chaplains. The Endorser also continues as Treasurer for the Chaplains Alliance for Religious Liberty (CALL), and as Secretary for the Endorsers Conference for Veterans Affairs Chaplaincy (ECVAC). The EPC is a member of all these organizations.

A special note regarding Chaplain Alliance for Religious Liberty (CALL), in which Endorser Mark Ingles serves as an Officer. Since 2011, CALL has been on the front lines and has led the effort to secure the religious liberties of chaplains and those whom they serve. The Organization strives to enable all chaplains to serve to the broadest extent of their constitutional mission and endorsement, and they nurture and support an environment that cherishes the role of chaplains in American culture. Keep them in prayer as they strive, through direct congressional, legal, and military institutional engagements, to ensure that no American, especially those who serve our nation, are denied their constitutionally protected rights to freely exercise their religious beliefs. Through his Association with CALL, the Endorser accomplished 63 very productive office visits with various members of Congress who are part of the Armed Services Committees of both the House and the Senate. These meetings focused on Religious Freedom and Religious Liberty, and numerous other issues and challenges particularly facing our Chaplains. The Endorser was also part of a large symposium on Religious Freedom in America in Washington DC.

CLINICAL PASTORAL EDUCATION (CPE) PARTIAL FUNDING

Recognizing the great importance of CPE for Chaplains, particularly in the arena of Health Care, discussion continues about the potential for providing partial funding of CPE Courses through the Care of Chaplains Fund, and possibly from Presbytery funding. A working paper will be created by two CWCC Members that will be discussed at a future CWCC Meeting.

CWCC EDITS OF THE MVC PROCEDURAL MANUAL ON CHAPLAINCY MATTERS

CWCC Chairman Bruce Alexander and Endorser Mark Ingles worked together to edit the MVC Procedural Manual on areas related to Chaplaincy.  After review by the MVC during their MVC Annual Meeting, the MVC chose to refer people to the revised Endorser and Chaplains Work & Care Committee Handbook, which contains exhaustive information for answers and direction related to Chaplains and Chaplain Endorsement.

This is particularly pertinent related to Presbytery Ministerial Committees and the work of the Chaplains Work and Care Committee on those pursuing Chaplaincy. This allows both the Permanent Ministerial Vocations Committee and the Permanent Chaplains Work and Care Committee to support Presbyteries as they consider those seeking a Call to Chaplaincy.

COMMITTEE MEMBER TRANSITIONS AND APPRECIATION

Committee Chairman Bruce Alexander made the decision to step down at the March CWCC Annual Meeting, due to various health and personal family challenges. Bruce gave 7 years of outstanding service to the Committee as both a Committee Member and Chairman. We so very much appreciate Bruce’s insight, leadership, and dedication to the work of the CWCC. He has been a great friend to the Chaplains and to all of us on the CWCC. We will continue to pray for Bruce and his wife, as they tackle the challenges they are facing. We love you and will miss you greatly. After much consideration of the current Committee Members, Bruce and Mark put forth to the Committee Kendra Bowers as a recommended choice to replace Bruce. Nominations were solicited for other names, which there were none. The Committee unanimously voted to select Kendra as the new Committee Chairman. Everyone agrees she will be an excellent Chairman.

CHAPLAIN ENDORSER RENEWED

Since Endorser TE Mark Ingles’ three-year term as Endorser expires in June, TE David Snyder made the motion that was seconded by TE Marty Carpenter to renew Mark’s term as the EPC Chaplain Endorser for another three years.  The motion passed unanimously.

PERSONAL REMARKS FROM CHAIRMAN BRUCE ALEXANDER

EPC Chaplains serve as ambassadors for the denomination, the institution that employs them, and our Lord and Savior, in settings where the people in their mission fields may have no contact with a church. Frequently Chaplains are expected to serve in locations that are many miles from the nearest EPC church and presbytery. The Chaplains Work and Care Committee (CWCC) provides a much-needed support system for them by maintaining contact with them, encouraging them, praying for and with them, and providing a communication channel to the denomination.

The CWCC consists of 9 members: 6 TEs and 3 REs with diverse backgrounds and experiences. The current committee includes REs from Wisconsin, Tennessee, and North Carolina. TEs on the committee include an active-duty Army Chaplain, 2 hospital Chaplains, one police chaplain, two retired Army Chaplains, and one retired Air Force Chaplain. The Chaplin Endorser serves as an ex-officio member of the CWCC. It has been an honor to serve with this dedicated and humble group of servants. I regret that health issues dictate that I step aside after almost 8 years on the CWCC. RE Kendra Bowers has assumed chairmanship of the committee and I wish her well.

PERSONAL REMARKS FROM ENDORSER MARK INGLES

It’s hard to believe I’ve been serving as Endorser and “Chaplain to the Chaplains” now for 13 years! When I started, I had 32 chaplains to support and take care of; now I have 89! That is totally indicative of the ever-increasing growth of chaplaincy.

As the number of EPC chaplains continues to expand, it has proven to be quite challenging to keep up with all the inquiries we are receiving and endorsements we are processing. I’m thankful for the members of the Chaplains Work & Care Committee, and the outstanding leadership of the outgoing Committee Chairman, Bruce Alexander, the incoming Chairman, Kendra Bowers, the helpful secretarial support of member Dave Snyder, and though limited, the OGA support afforded by April Hair. Also appreciated is the support of Michael Davis as the OGA resource person for the CWCC and my work as Endorser. Without their support, my work would be much more wearing.

Our Chaplains continue to impress me over and over with the amazing work they are doing and the moving stories they have shared about the lives they have touched. Chaplains ministering within secular environments, are at the exciting forefront of ministry. As highly skilled, trained, and godly professionals, it takes a combination of special qualities, mindset, strengths, and skills to be a chaplain. Chaplains complement the work of the Church by providing a reach to people that might not darken the door of a church yet yearn for some sort of spiritually anchored support (or just a listening ear and shoulder to lean on) in their challenges of life. It is a tremendous joy to be their Endorser and excited about the impact they have as an invited guest in the midst of multiple secular workplaces. They go to where people are, their very work centers, daily lives, and bedsides, that many in other types of ministries often can’t go. To see our chaplains used by God to help those entrusted to them through some of the most difficult and challenging times in their lives, is a beautiful thing. Thank you for your support and trust in me as your EPC Chaplain Endorser.
